The triangular relationship between the government，merchants and pirates was very complicated. For the common interests， maritime merchants and pirates represented by Zheng Zhilong controlled the Taiwan Strait and began to challenge the government by establishing a new order. The establishment of the new order was the best choice of the government，maritime merchants and pirates in that situation. It had played a key role in the new development of maritime trade across the Taiwan Strait.
