Construction and Realistic Predicament of Publicity ： Concept and Practice of Public Television in Taiwan

【中文摘要】公共媒体的公共性问题一直是传媒研究的重要论题。在实践层面，深嵌于不同历史结构与政治图景中的公共媒体的公共性建构方式颇为不同。特别是在政治民主转型与商业体系 先行与主导的媒体环境中建立起来的台湾公共电视，其公共性建构与实践的独特经历引人关注。 从结构论与过程论双重视角出发,对台湾公共电视公共性建构过程中的理念形塑与实践发展予以 梳理，可以发现台湾公共电视的成长既与台湾政治民主化历程紧密扣合，也是在政府、政党、民间团体等各利益群体的互动、呼吁与回应下共同完成的。但同时，台湾的民主政治仍不成熟，威权统治的残余、深层的族群对立以及公民文化的欠缺同样阻碍着公共电视的公共性施展，使其陷入现 实困境。 【Abstract】In the context of political democratization and the media environment in which the commercial media are in a dominate status, public television station was established and has been transformed to a media group in Taiwan, and its unique experience of construction and practice of publicity attracts more attention. Summarizing the concept and practice in the construction of publicity of the public television in Taiwan from dual perspectives of structural approach and process approach ,it can be found that the development of Taiwan's public television is closely related to Taiwai's political democratization ,and il has been realized through the interaction among various interest groups such as government, political parties, non-governmental organizations. As Taiwan's democratic politics is still not mature, the remnants of authoritarian rule, the deep ethnic antagonism and the lack of civil culture also hinder the development of public television's publicity, and make public television fall into a realistic predicament.
