Basic Characteristics and Particularities of Nongovernment Education in China

Running schools on the basis of nonpublic investment has been a basic characteristic of nongovernment or non-public-sector operated education in China since the advent of reform and opening up. This is not merely an unavoidable choice for school operators who have no other alternative; it is an inevitable option at a given period in the development of nongovernment education. Non-public-sector investment-funded education is a special development model that differs not only from the private schooling of China's past but also from the Western model of private education. A correct understanding of the basic characteristics of China's nongovernment education is especially important for the formulation and systematic implementation of nongovernment educational policy and for understanding the developments and changes in the attributes of education in this new era.
