论《政府信息公开条例》施行前后新闻舆论监督报道的变化——以《南方周末》为例

Abstract

本研究通过内容分析和个案分析，考察2008年5月《政府信息公开条例》正式实施行前后，《南方周末》新闻舆论监督报道的变化，并据此阐释政府信息公开给我国新闻舆论监督事业带来的影响。 研究发现，政府信息公开之后，《南方周末》在进行新闻舆论监督报道时，从信息获取、信息运用到报道方式上都发生了明显的转变，报道在时效性、直接度、独立性和建设性上也有不同程度的提升。这些变化促进了新闻舆论监督报道朝着真实、全面、客观、公正的方向发展，新闻媒体的舆论监督功能也随之增强。 本文认为，政府信息公开所带来的政府信息的释放、官方配合度的提升、媒体权力的扩大等因素，都在新闻舆论监督报道上述转变中得到了充分的印证和展现...
