从帮补视角看中国的农民问题－－续九亿农民何处去

Abstract

随着我国改革的纵横加深和经济的发展，中国的农村成为大家关注的目标，我国农民的生活水平却没能跟上经济发展的步伐水涨船高，出现了“农村真穷，农民真苦，农业真危险。”这在一定程度上极大的限制了我国经济的进一步发展，成为急于解决的问题。 为了解决这一问题，经过分析论证一致认为解决三农首要是解决农民问题，那么九亿农民怎么办就是我们要解释的。 当前，主流的观点基本集中在三个方面，调整农业产业结构、农业的税费改革，取消农业税，并增加对农业的扶持投入、农村剩余劳动力城镇化转移等。我国政府也正实施于工作实践中。但是，通过帮补理论我们不难发现，这些方法没有走出帮补近效的怪圈，所以只能起到一定的作用，但不是解决...
