dc.description.abstract激励含有奖善惩恶、劝进戒退、激浊扬清双层含义。激励是人力资源管理的核心。公务员激励具有特殊重要的社会意义,通过激励可以挖掘公务员潜力,调动其工作积极性,更好地履行行政管理职能,解决公共部门的工作绩效和道德风险问题,树立勤政廉政的政府形象等。近年来,海关对本系统公务员探索实施了一系列激励措施,取得了相应的成效,但由于激励机制的不完善,使激励效果不尽如人意,还存在改进的空间。本文在对海关公务员激励现状及其问题分析的基础上,借鉴了国外经典激励理论,对海关公务员激励的改进方略提出设想,并形成了初步的激励系统和综合激励模式。文章重点强调了激励改进的原则和具体方略,为实施对海关公务员的有效激励提供一定的参...
