应急状态下政府信息公开制度研究
Research on information-publication legal system under public emergency
摘要
信息公开不仅是政府常态法制建设的基本内容，更是非常态行政法律秩序——突发事件应对机制建设中的一个重要课题。在应急状态下，政府无论从保障公众知情权、监督权、言论自由的角度，还是从提高应急效率和应对突发事件的角度，都需要建立和完善信息公开制度，使应急机制有效运行。 本文拟针对2008年5月1日刚施行的《中华人民共和国政府信息公开条例》，结合《中华人民共和国突发事件应对法》、《国家保密法》及其他相关法律法规，从突发事件应急机制和政府信息公开制度的基本概念和相关理论入手，借鉴国外有关突发事件应对中的政府信息披露的相关法律法规，重点分成三个部分探讨如下几个问题： 前言简要介绍本文的写作目的； 第一...
