The Body Downward Model： A Preliminary Study on the Exchange Model of Mainland with Taiwan Local Regions

两岸地方交流能否进行,关键在于中国大陆方面的决策。基于“九二共识”政治基础和对台湾地区政治、社会特征的把握,大陆方面形成了一套“主体下行”的对台地方交流模式：若上层行政主体接受“九二共识”,大陆方面可与其本身及其下层各级主体进行交流;若上层行政主体不接受“九二共识”,大陆方面的交流对象便下行至其接受“九二共识”的下层主体。“主体下行”模式的效用已在过往的交流实践中得到证明。在当前台湾当局领导人拒绝承认“九二共识”的情况下,“主体下行”模式的重要性更加凸显。大陆方面可借“主体下行”反推“共识上行”,争取台湾社会和政治体系内部对“九二共识”的支持,为台湾当局回归“九二共识”提供内生动力,促使其在两岸关系和平发展进程中起到正向作用。The key element of the local region exchanges between the two sides depends on the mainland decision-making. Based on the ＂1992 Consensus＂ political foundation and the understanding of the Taiwan political and social characteristics, mainland has formed the ＂Body Downward＂ model to conduct cross-Strait exchanges between local regions. If the upper administrative body accepts the ＂ 1992 consensus＂, the mainland can conduct exchanges with their bodies at all levels. Otherwise, it can only do it with the lower level of administrative bodies that recognize the consensus. In fact, this model practice has proven to be effective in the past, and has, thus, highlighted its importance as nowadays the Taiwan authorities have refused to recognize the consensus. Therefore, the mainland can take advantage of the model to push forward the ＂Consensus Upward＂, try to gain the support of the＂92 consensus＂ within the social and political system in Taiwan so as to provide the endogenous impetus for the return of the Taiwan authorities to the consensus. Only in thls way can we urge them to play a positive role in the peaceful development of the cross-Strait relations.
