On Scrambling for the Police Power and the Administration of Registered Taiwanese between China and Japan——Based on the Event of Establishing Xiamen Police Sub Bureau

1916年,日本在厦领馆以管理台湾籍民为由在厦门街区强行设立警察分局,中日双方由此展开了对籍民警察权的争夺。对于中方来讲,强化籍民管理是为了阻止日本进一步侵害主权;日本要想在华南拓张势力,推行其所谓"南进路线"必先以籍民为借口。北洋政府"慎重办理"的软弱立场导致以条约解释为策略的交涉收效甚微。与之相对,福建省议会坚定要求撤除分局,积极通过议会讨论、推行户籍改革、组织学生团体等方式整合政治凝聚力,推进排日运动,成为日本外务省高度警戒的对象。In 1916, the Japanese consulate in Xiamen forcibly set up the police substation in Xiamen residential districts on the grounds that they were supposed to manage Taiwanese people in Xiamen, which triggered the fight for police right be- tween China and Japan over the management of registered Taiwan people in Xiamen. As far as China was concerned, the pur- pose of strengthening the management of Taiwanese in Xiamen was to prevent Japan from further infringement of our sovereign- ty. If Japan wanted to extend its power in Southern China and pursue its so-called ＂south line＂, it must use the management of Taiwanese as an excuse. On the other hand, the weak position of the ＂carefully handle＂ held by the Beiyang government led to little effect of the negotiation with treaty interpretation as a strategy. In contrast, the Fujian Provincial Council firmly deman- ded the removal of the police substation, integrated political cohesion and intensified the Anti-Japanese movement through the council＇s active discussion and other ways, including the implementation of the household registration reform and the organiza- tion of student groups. As a result, they became the object that the Japanese Foreign Ministry was on the alert for.
