Avoiding the Middle-income Trap:An Analysis from the Perspective of Human Capital

"中等收入陷阱"的诸多表象已经在中国显现,中国要想成功完成从中等收入国家向高收入国家的跨越,必须采取正确的应对策略。得益于经济增长理论和国际经验教训的启示,本文认为,人力资本是避免"中等收入陷阱"的关键因素和原动力。人力资本具有多重内涵,提升中国人力资本水平的策略是:以研究型高校及相关科研院所作为达到或逼近科技前沿的主要通道;以职业教育和在职培训作为增进干中学技术进步效应的基本手段;通过制度变革改善人力资本的配置效率。Many characteristics of the middle-income trap have appeared in today's China. In order to develop into a high-income economy,China should find an appropriatedevelopment strategy to escape the middle-income trap. Benefiting from the implications of the New Growth Theory and from the international experience,the paper shows that the human capital is the key factor to avoid falling into the middle-income trap. Since the human capital has many facets,our strategy to improve the Chinese human capital includes: takethose research-based universities and scientific research institutions as the main gateway to approaching the technological frontier; improve the positive effects from learning by doing through professional education and on-job training programs; and improve the allocation efficiency of human capital by institutional reforms.
