Study on Connotative Development of Institutions of Higher Education in China

高校内涵发展是一种积极、进步的发展,意指高校功能活动及其结果品位的提升及相关要素品质的改善和优化。高校特色发展和高水平发展、内涵发展在本质上是一致的,但内涵发展与外延发展所指称的却有实质性的差异,内涵发展与转型发展既相联系又相区别。内涵发展既是国家政策的要求,又是社会公众的关切,也是高校自身发展阶段的必然选择。我国高校大都处于创业期和中兴期,存在内涵发展问题是正常的,主要表现在理念层面、功能结构层面和条件文化层面等。之所以存在高校内涵发展问题,既有高校外部的原因,又有高校内部的原因,因此,推进高校走内涵发展之路,必须从内外两方面入手,落实高校自主办学地位,深化体制机制改革,转变发展模式,加强教学过程内涵建设,培育宁静的校园文化,发挥高校领导的带头作用。The connotation development of colleges and universities is positive and progressive, which means the improvement of functional activities and the results of the quality of the related factors. Connotation development is consistent in essence with characteristic development and high-level development, but substantially differents from extension development. Connotation and transformation development is linked to each other on the one hand, but differs from each other on the other. Connotation development is not only the requirement of national policy, but also the concern of the public, and the inevitable choice of the development stage of colleges and universities. Most of the institutions of higher education in China are in the stage of entrepreneurship and flourishing, the existence of connotation development problems is normal, which is mainly demonstrated in perspectives of the idea, functional structure, culture, and conditions and so on. The reasons for these problems are coming from both the external and the internal, therefore, to promote connotation development of colleges and universities it has to take strategies from the outside and the inside aspects, including implementing academic autonomy, deepening reform of institutional mechanisms, changing development model,strengthening connotation construction of teaching process, building up quiet campus culture, and so on.
