A Comparative Study of Participatory Rural Planning in China from the Perspective of Pluralistic Subject

伴随新型城镇化的推进,＂自上而下＂的传统乡村规划模式局限性渐显,多种形式的参与式乡村规划开始在全国广泛开展。本文从规划引导主体视角切入,以福建省院前社、曾厝村和培田村为研究对象,对当下参与式乡村规划模式进行梳理,在分析村庄资源条件、规划参与主体及工作方法的基础上,总结由不同主体引导的参与式乡村规划模式。比较研究不同模式下各方利益关系、规划的适应性及局限性,并基于＂资产为本＂的规划理念,提炼适用于不同类型村庄的参与式规划模式。在有限的资金及人力条件下,通过匹配村庄资源条件与参与主体,提升村民参与度及参与质量,为未来乡村规划研究提供借鉴参考。With the advancement of new urbanization construction, the limitations of traditional top-down rural planning mode has been evident. As a result, various forms of participatory rural planning are launched around the country. From the perspective of planning guiding subject, the paper chooses Yuanqian village, Zengcuoan village and Peifian village as the research objects, analyzing current participatory rural planning model. Based on the analysis of the village resource, planning participants and working methods, the article summarizes the participatory planning mode guided by different executors. It comparatively studies interests of all parties in different models, the adaptability and limitations of planning, as well as refine the participatory planning model for different types of villages on the basis oP＇asset based＂ concept. Under various constraints, the thesis puts forward suggestions to improve the villagers＇ engagement and participation quality by matching the village resources and the participants, which contributes to the future rural planning research.
