Fair Appeal and Difficulties of College Admission Policy for Migrant Children: A Case Study of Shanghai City

在京沪广等一线城市,民众对异地高考改革有着强烈的公平诉求,但因外来人口压力巨大,这些城市深陷改革困境,难以有实质性突破与推进。本文以上海市为例,通过对上海本地和外来人口双方的访谈调查,了解到能留在上海读书并不是外来务工人员及其随迁子女的唯一目的,在上海接受优质教育,继而通过高考享受更加优质的高等教育才是他们的真正诉求。异地高考政策主要面临难以平衡各方利益、政策目标与对象需求不一致、政策缺乏顶层设计等困境。要妥善解决好异地高考问题,必须考虑以下方面:统筹协调、分步实施;采取多元考试录取的方式;深化职业教育改革,完善职业教育发展体系;促进区域间优质高等教育资源均衡发展。Taking Shanghai as an example,through the interviews with both of the locals and migrants in Shanghai,This paper founds that studying in Shanghai is not the sole purpose for migrant workers and their children. For them,the real appeal is to get good education and then receive good higher education through college entrance examination. College admission policy for migrant children faces many difficulties,including balancing the interests of all sides,the inconsistence between policy goals and recipients ' demands,being lack of top-level design. In order to solve these problems properly, the following aspects should be considered: coordinating the efforts and implementing in steps; adopting comprehensive admission approaches; deepening the reform of vocational education and perfecting its development system; promoting the balanced development of inter-region's high-quality higher education resources.
