This paper reviews the literature of the Republic of China era folk publications in Taishan, Guangdong province. Qiaokan is not only a folk publication or literature. As a facilitator of social transformations in Qiaoxiang, Qiaokan is also a social subject that participates in social governance in Qiaoxiang. The responsibility of Qiaokan is to improve social development. Aligned with Qiaoxiang social governance, this responsibility can be shown in reforming, profit pursuing, and politic discussion. The overseas Chinese are Qiaokan＇s main audience, whose consciousness to reform their hometown coincides with Qiaokan＇s purpose of improving Qiaoxiang. Therefore, the overseas Chinese provide funding and overseas information for Qiaokan. Reciprocally, Qiaokan provides overseas Chinese ideas of how to participate in social governance in Qiaoxiang as well discussion platforms for information dissemination.
