Seeking Balance Development Policy in Economic Growth and Sharing Achievement： Based on Empirical Analysis of Factors Affecting Labor Remuneration Share from 1996 to 2012

利用1996—2012年省际面板数据进行实证分析表明,资本深化、财政支出对劳动报酬份额具有显著的负向影响,经济发展水平与劳动报酬份额之间存在＂U＂型关系且目前正处于曲线下降阶段。全球化使劳动报酬份额有所上升,人力资本的影响并不显著。分地区而言,东中西部之间影响劳动报酬份额的因素存在较大的差异,资本深化、进出口、产业结构等在东中西部地区的影响方向和程度不尽相同。寻求经济增长与成果共享平衡的发展政策设计,必须充分考虑地区差异以及影响因素的作用与方向。在具体举措上,要推动产业结构转型,加大人力资本和公共服务投入,加强劳动者的权益保障,提高其与资本谈判过程中的谈判能力。The analysis based on the provincial panel data from 1996 to 2012 indicates that Capital deepening and financial expenditure have a significant negative impact on the share of labor remuneration. There is a ＂U＂ relationship between the level of economic development and the share of labor remuneration and at this stage is in decline. Globalization makes the share of labor remuneration rise, and the impact of human capital is not significant. In different regions, there is big difference in factors that affect labor remuneration share between the eastern and the western regions. Capital deepening, import and export, industrial structure and so on have different directions and degrees of influence in the eastern, central and western regions. In order to seek the balanced development policy design of economic growth and achievement sharing, we must take full account of regional differences and the role and direction of influencing factors. In concrete measures, we should promote the transformation of the industrial structure, increase investment in human capital and public services, strengthen the protection of the rights and interests of laborers, and improve their bargaining power in the process of negotiating with the capital party.
