The Development Experience of Taiwan Private Medical Institutions and its Reference

上世纪70年代,为了解决民众的就医问题,台湾鼓励民间资本进入医疗业,允许民营医疗机构申请特约医事服务机构,加强民营医疗机构及执业医师的监管,使民营医疗机构的医疗品质得到有效保证。许多大型民营医院应运而生,逐步呈现出大型化、优等化、集团化发展趋势。整合台湾的医疗机构管理经验,促进两岸医疗机构的桥接,应当在医疗机构注册、设立、执业、医疗品质、税收优惠等方面实行与公立医疗机构同等的标准,落实医师多点执业政策,引导医学生到民营医疗机构就业,提高民营医疗机构医疗水平,将民营医疗机构纳入医疗保险体系,同时,加快医院医疗品质评鉴和管理制度的出台,完善民营医疗机构监管体系。In the 1970 s,in order to solve the medical problems of the people of Taiwan,Taiwan encouraged private capital to enter the medical industry,allowed private medical institutions to apply for special medical care institutions and strengthened the supervision of the private medical institutions and practicing physicians,thus ensuring their medical service quality the quality of medical equipment. As a result,a number of large private hospitals have emerged,showing the development trend of large scales,high classes and collectivization. Therefore,the mainland should implement the same standard with public medical institutions in the medical institutions' register,establishment,practice,medical quality and tax incentives in integrating the management experience of their medical institutions and promoting the bridging of the cross-Strait medical institutions. On the other hand,we should also carry out the policy of physician multi-site practice,guide medical students to work in private medical institutions,improve their healthcare level and finally bring them into the medical insurance system. Moreover,it is necessary for us to accelerate the enactment of hospital medical quality assessment and management system,and improve the supervisory system of private medical institutions.
