In the light of all the laws and regulations concerning the entrance of foreign envoys and the ceremonies for foreign envoys to meet the Emperor, it is clear that the Japanese envoy had presented his credentials to the court of the Tang Dynasty. Therefore the letter is of tremendous significance to ascertain the essence of the relationship between the two countries.
