论非政府组织与社会弱势群体

Abstract

本文认为,大规模的弱势群体已经影响到我国社会经济生活的方方面面,必须采取积极措施,动员各种社会力量加大对弱势群体的救助,特别是要发挥非政府组织的基本职能,协助政府解决弱势群体问题。第一,加大对非政府组织的资金支持。由政府确定每年从政府预算、财政专项基金或福彩资金中拿出一部分,作为非政府组织服务弱势群体的专项资金。第二,出台非政府组织捐赠免税政策。第三,成立相应机构,协调非政府组织的各种资源,规范管理,加强和完善民间组织的职能。第四,放宽非政府组织登记制度,使有心致力于爱心公益事业者有一个好的平台,规范捐赠行为,使民间善款真正用于服务对象。第五,加强国内外非政府组织的合作与交流,加大媒体对非政府组织帮助弱势群体、解决社会问题的宣传力度,扩大其在全国的影响力。

The author maintains that the large size of disadvantaged group has in fluenced every aspect of China's social economy. We have to actively adopt measu res and mobilize all social sectors,especially the non-government sectors, to give help to this group. First,give capital support to the non-government organiza tion. Second,set forth tax-free policy to encourage the non-government organizat ion's donation. Third,establish relevant organization to coordinate all sorts of resources,standardize the management and strengthen the role of non-government organization. Forth,relax the register system for non-government organization. Fifth,strengthen the cooperation and communication between home and abroad non-go vernment organization.
