Compensation Management of State-owned Enterprises in China

国有企业在内部劳动报酬在管理上存在的问题有 :劳动报酬来源多样化 ,不利于成本核算 ;报酬分配考核内容简单 ,软指标多 ,硬指标少 ;市场工资与计划工资并存 ,报酬结构不合理等。随着经济体改革的推进 ,国有企业劳动报酬管理将成为企业战略的组成部分 ,工资水平由企业和劳动者协商决定 ,劳动报酬将货币化 ,差距会进一步拉开。政府应宏观调控企业的分配行为 ,企业要制定合理的劳动报酬政策 ,提高人力成本效益 ,劳动者要提高素质 ,转变价值观念The problems in the course of compensation management in the state-owned enterprises can be described as following. Firstly, the diverse pays make it ambiguous in the accounting of employee's cost. Secondly, the means on the performance are too soft to have enough persuasiveness. Thirdly, the coexistence of the marketing price and the planning price makes compensation structure irrational. With the development of the reform in economic system compensation management will be part of enterprise strategies, and the pay level will be decided by both employees and employers. While the government should control the distribution behavior of enterprises, the enterprises should make out rational compensation policy to improve manpower efficiency, and employees should make great efforts to improve their quality and change their value idea.
