Abstract
农民是城市化实践过程的重要主体。在城市化政策的制定与实施过程中,应强调农民的主体性,尊重其自主性、能动性和创造性,防止仅仅把失地农民看作是政策的被动受众的倾向,以保证政策的科学性和有效性。强调农民的主体性,对于城市化政策不仅必要而且具有重要性。发挥失地农民的主体性应体现在政策的起点、政策目标的设定、政策的制定和执行以及政策的评估等各环节上。在政策实践中,可通过尊重农民的知情权、提高其政策参与度、改进农民与外界的沟通、保持政策的开放性与灵活性等环节,来培育保障和促进农民主体性的发挥。
 
Peasantry is an important subject in the urbanization process. We should put great emphasis on the subjectivity of peasantry in policy study of urbanization, show enough respect to the subjectivity, mobility and creation of farmers, and rid ourselves of regarding farmers who have lost their cultivated lands as passive receivers in policy process. It is important to guarantee the rationalism and effectiveness of policy and to benefit the development of urbanization in a healthy and smooth way. Arousing the subjectivity of the farmers can be carried out at the beginning of policy process in the following sectors such as the setting of goals, the formulation, the implementation and the evaluation of policy. In practice, we can help to develop farmers' subjectivity by way of guaranteeing their rights of knowing, strengthening their participation in the implementation and insuring the openness and flexibility of the policy.
