dc.description.abstract全面质量管理(TQM)是二战以后在西方国家私营部门广泛采用的一种管理方式,以全面提高质量而著称。西方国家在上世纪末开始将全面质量管理引入政府部门,对政府绩效的提高有很大帮助,但是其在政府部门的运用还有一些理论问题需要解决。同时,在我国行政管理体制改革中,全面质量管理也是一个可行的管理方法。
dc.description.abstractThe Total Quality Management is a management method widely used in private sectors of the western countries after World War Ⅱ, and is wellknown for its ability to improve quality totally. Western countries have used the TQM since the 1990s. It is of great help for the improvement of the efficiency. Still, there are some theoretical problems to be solved in the adoption of the TQM in the government. Meanwhile, TQM is also a feasible management method in the public administration reform of our country.
