Public's Corruption Tolerance: Empirical Research and Lessons: An Analysis Based on Data from the World Values Survey

Such differences can be measured in two aspects: the public's attitudes towards corruption and the public's actions against corruption. Data from the World Values Survey provides empirical support for the measurement of this attitudes and actions in different countries and regions.Analyses of the correlation between the data of the World Values Survey data and the Corruption Perceptions Index of Transparency International indicate that the public's attitudes towards corruption and their actions against corruption have different correlations with corruption. The correlation between the public's attitudes towards corruption and the severity of corruption is weak, whereas the correlation between the public's actions against corruption and the severity of corruption is robust. As such, reducing the public's tolerance of corruption is a prerequisite condition to effective control of corruption, and efforts to inspire people to take action against corruption are a key element of effective governance of corruption.
