A Transient Prefecture: Political Geography o the Abolishment and Establishment of Yinzhou in the Tang Dynasty

【中文摘要】溵州之名,仅见于唐代。 在爬梳地志材料的基础上结合对历史进程的考察与政治地理的分析,可以发现其前后两次置立与罢废均出现在朝廷用兵淮西的特定时空背景之中。德宗朝为防淮西与河朔三镇连结而出兵征讨,李希烈先以郾城县建置溵州,又省沔州入黄州,从而北占汴州,一度僭越称帝。李希烈败亡后,溵州旋即被废,淮西仅余蔡、申、光三州。宪宗朝再讨淮西,于最前线置行郾城县与行吴房县(遂平县)以归降人户。后裴度亲临郾城督战并最终平定吴元济,即以郾城县置溵州。为绝后患,朝廷最终彻底废除淮西节镇,而溵州也再度被废,可见其置废的战时特殊性与常规性地方行政建制调整有所不同。德、宪二朝先后用兵淮西,分割其“支郡”,弱化其实力,对于震慑河朔三镇、重建中央权威,均大有助益,安史乱后朝廷对地方控制力大为削弱的局面亦有所改观。 【Abstract】 The name of Yinzhou exited only in the Tang Dynasty. Historical records show that the twice abolishment and establishment of Yinzhou were related to the Imperial Court's military campaigns against Huaixi. When Emperor Dezong went on a punitive expedition against Huaixi, Military Commissioner Li Xilie set up Yinzhou in Yancheng, merged Mianzhou with Huangzhou, and proclaimed himself emperor. When Li Xilie was defeated, Yinzhou was abolished. Afterwards, Emperor Xianzong attacked Huaixi again and set up temporary Yancheng and temporary Wufang (Suiping) on the front. Yinzhou was subsequently set up in Yancheng after Wu Yuanji was suppressed. At last, like Yinzhou, Huaixi was abrogated, which was a special wartime phenomenon rather than conventional adjustments in regional administration. Following the two attacks by Emperor Dezong and Xianzong, Huaixi gradually died out, striking awe into the hearts of Hebei people. Thus, the central authority and its control of the local government were strengthened.
