Abstract
本文以30个省(自治区、直辖市)“异地高考“政策内容为分析对象。研究发现,该政策的实施是一个较为复杂的问题,表现为传统户籍制度的固着性,地方政府决策的自发性,以及利益群体关系的非线性。为有效推进“异地高考“方案的实施,应努力构建多方参与决策机制,合理配置流入地教育资源,适时调整报考准入资格,逐步改革考试招生制度。
 
This paper takes the immigration college entrance examination policy of 30 provinces as analysis object.The study indicates that the implementation of the policy is a complex problem,Performance for the fixation of traditional household registration system,the spontaneity of decision-making of local government,and the nonlinear relationship between interest groups.To effectively promote the implementation of the policy,efforts should be made to build a multilateral participation decision-making mechanism,reasonably configurate the education resources,access to adjust entrance for examination timely,reform examination enrollment system step by step.
