论中外合作办学的质量建设
On the Quality Construction of Chinese-foreign Cooperation in School Running
Abstract
《教育规划纲要》颁布实施以来,高等教育中外合作办学取得了许多新进展,逐步进入了向高水平、高质量发展的新阶段,同时,在中外合作办学中出现一些深层次矛盾和问题仍未得到解决。当前,质量建设已经成为中外合作办学发展新阶段的鲜明主题。为此,应结合中外合作办学“是中国教育事业组成部分“的定位,创新适应新的发展阶段的中外合作办学质量观及质量标准,着力进行中外合作办学质量建设,探索建设与国际标准相衔接的具有中国特色的中外合作办学质量保障体系,构建以审批准入机制、分类监管机制、评估认证机制、处罚退出机制为重点的四个质量保障机制。 Since the promulgation and implementation of the National Education Plan,Chinese-foreign cooperation in school running has made much new progress,which has gradually pushed forward the cooperation to a new development stage with high-level and high-quality.Meanwhile,due to the long-term accumulation,some underlying contradictions and problems existed in Chinese-foreign institutes and projects have not been solved.Currently,the quality construction of Chinese-foreign cooperation in school running has become a distinct theme in the new stage.Therefore,in accordance with the orientation of taking Chinese-foreign cooperation in school running as the component of educational enterprise in China,we must innovate the quality concept and quality standard adapted to the new stage of development of Chinese-foreign cooperation in school running,focus on quality and explore the construction of quality assurance system and its operation mechanism with Chinese characteristics linking to the international standards.And the four mechanisms of quality assurance such as access mechanism,classification regulatory mechanism,evaluation and certification mechanism,punishment and withdrawing mechanism should be constructed.
