Abstract
如何协调好规模与质量的关系,是高等教育发展转型时期各国都要面临的难题,也是建设高等教育强国必须解决的核心问题。日本在高等教育大众化阶段,坚持国(公)立与私立高等教育机构分层分类发展的原则,在“质量提高“与“规模扩张“上兼具均衡性与非均衡性双重特征。可以说,这种延续至今的发展模式,成为日本迈向高等教育强国的一条独特发展之路。
 
In the transition stage of higher education,every country will face the problem of coordinating its quantity and quality,and it is also the core issue to build a powerful higher educational system.During the massification stage of higher education,Japan sticks to the principle of classified development between the public and private institutions of higher education,which is either balanced or not balanced in "quality improvement" and "the scale of expansion".That developmental model still serves as a unique way for Japan to set up a powerful higher educational system today.
