公益性:民办高校发展的现实观照——兼论高等教育的产业属性

Abstract

公益性是高等教育的基本属性,是民办高教得以合理存在并发展的基石。但是,民办高等教育的发展过程以及民办高校的运行过程是公益性和产业性相互作用的过程,其中公益性是民办高教得以存在并发展的核心要求,而产业性存在的价值最终诉诸对民办高教所应具有的公益性的维护。民办高教发展过程中出现的公益性危机主要是民办高教制度建设不完善的表现,完善现代大学制度建设是维护民办高教公益性的必然选择。

Public welfare is the foundation of the existence and development of private higher education,and it a basic attribute of higher education.However,industrial attribute and public welfare interact with each other in the development process of the private higher education and the operation process of private university,in which public welfare is the basic foundation and industrial attribute is a way to realize the public welfare.The crisis of public welfare in the development process of private higher education is attributed to the imperfection of private higher education system.So it is an inevitable way to establish a perfect modern university system in order to maintain the public welfare in private higher education.
