dc.description.abstract元评估是提高高等教育评估实效性的有力保障。当前我国亟待建立高等教育元评估机构,实现政府职能转型,并规范高教评估中介机构。借鉴美国元评估机构的发展经验,根据我国的实际情况,在构建高等教育元评估机构时应充分考虑到政府职能转型的渐进性、高等教育评估中介机构的独立性以及高校参评的主动性。
dc.description.abstractThe Meta-Evaluation is the powerful security for the higher education to improve the effectiveness of evaluation.It's necessary to construct the Meta-Evaluation institutions of higher education evaluation,and transform the functions of China's government for standardizing the development of intermediary.According to the actual situation of China's higher education,using the experience of Meta-Evaluation of the United States for reference,the article thinks that we should take full account of the gradual transformation of government functions,the institution independence of education evaluation and the autonomy of college participation before we construct the Meta-Evaluation of higher education.
