发展规划的实证分析——论强化规划塑造城市的机制

Abstract

改革开放30年来,快速的城市化以从城市到农村和从农村到城市的双重形式同时并举,所带来的进步和问题在城乡交界地区充分表现出来。城乡边缘带的空间结构通常表现为农业用地和建设用地犬牙交错、零乱分散的布局,形成一个不可持续的城市化进程。要解决这个问题,显而易见的规划措施是对镇域内农业用地和非农建设用地作空间整合,以形成相对集中的工业区、居住区和农业经济区。规划师面临的挑战是如何实施这个规划方案。目前的农业用地和建设用地零乱分散的布局是由乡镇的土地开发制度所导致。发展规划的要旨是从土地开发制度着手,提出可行的规划方案,实现可持续发展的规划理念。

Rapid urbanization since the Reform and Opening Up launched in 1978 has been progressing in both the top-down and bottom-up,while its benefits and problems are well shown in the peri-urban areas where the rural and urban land uses are often intensively mixed and fragmented.This land use pattern is unsustainable.The obvious planning solution is to integrate industrial,residential and farmlands in the domain of township.However,the challenge is how this plan could be implemented,as the land use fragmentation is generated by the institution of collectively -owned rural land and its mobilisation.The principles of Developmental Planning are to work through the local land use institution for feasible planning solutions.The key objective is to develop institutions conducive to sustainable urbanization.
