论新型农村合作医疗制度的整合

Abstract

2003年以来全国各地实施的新型农村合作医疗制度的建立对于解决农民看病贵问题、防止农民因病致贫和因病返贫具有积极功能。但是,随着城乡经济社会的发展以及民众医疗保障水平的提升,打破根据身份、职业而设置的医疗保险制度界限,加快推进新型农村合作医疗制度的整合就成了客观的趋势。为此,应该加大财政投入力度,加强医疗保险精算研究,加快推进新型农村合作医疗与城镇居民、农民工以及未成年人医疗保障制度的整合,建设成为城乡居民医疗保险制度,进而促进整个医疗保障制度的持续发展。

Since 2003,it has been obvious that the implementation of the new rural co-operative medical system has a positive effect on the problem of the peasant illness and poverty.However,with the development of economy and society in both urban and rural places,and with the promotion of public health care standards,it is necessary for us to accelerate the integration of the medical security system,breaking the boundaries of the medicare security systems which are established according to identity and occupation.So we should intensify our efforts to strengthen the medical insurance actuarial research,in accordance with individual accounts and social principles to integrate the new rural co-operative medical system with migrant workers,minors,and medical security system,so as to promote the development of medical security system.
