公民在国家治理中的作用及制度维护

Abstract

从我国宪制看,公民是政治人、经济人、道德人的集合体,在国家治理中具有相应的影响力;从中国现实情境看,公民在国家治理过程中,存在超越规则的可能,其作用会异化。因此,需要坚持和完善人民代表大会制度、创新公民参与社会公共事务治理机制、创新互动学习机制、培育道德共识,用制度维护公民在国家治理中的作用,奠定公民参与国家治理的理性基础与德性之美。

Citizens are a certain combination of political,economic man and moral man from a constitutional view,which play important role in the country's management.In view of national conditions,Citizens may abuse their rights.And it reveals the in-depth problem of modern people's alienation from each other.So its general purpose is to insist and consummate it to keep its powerful vigor and serve for the socialist construction,exploring innovative ways of participatory decision-making,creating a cluster interactive learning mechanism,Cultivating moral consensus.In this way,we can use system maintenance which lays the foundation of reason and great virtues and to keep citizens in the country's management.
